how can a speaker give off sound when it is unplugged?
We have these speakers that give off sound when unplugged. It sounds like a voice or something like that. its not spooky in any sense just odd. To me, it kind of sounds like walkie-talkie communications

Speakers often do that, but usually only when connected to amplifiers.
The amplifier's output devices act as rectifiers and make a crude version of a "crystal radio".
The signals come from nearby radio transmissions, which could be either CB or amateur.
You might be able to reduce or eliminate it by directly shorting the input terminals,
but don't forget to remove the short before connecting the speakers to use them!
