How does a piece of legislation become a ballot issue?

Take Ohio s Drug Price Relief Act as an example. That is what I am referring to, in regards to "ballot issues."

    It's a little complicated.

    In Ohio, citizens can collect enough signatures on a petition and submit it to the state legislature. They can vote on it but if it doesn't pass, then you can get MORE signatures and it becomes a ballot initiative.

    Write the ballot measure - lawyers

    Gather signatures to qualify

    If enough signatures...

    Reviewed by secretary of state

    Goes on ballot if oked

    If it gets enough votes

    Becomes law
