make it a goal to get your body fat down to 18%. what muscles you do have will show up better.
but don't go below 18%. women with really low body fat % tend to have health problems.
In order to increase the size of your muscles you need to do strength training. and if you are not strength training now, then start. But if you are and it isn't getting the results you want then you probably have to increase the amount of weight and increase the reps. Lets say you are doing bicep curls of 10 pounds and 3 sets of 10. try 15 pounds and 3 sets of 7. or even 3 sets of 5. but don't go below 5.

marathon work out session are not needed. lift heavy weights. Pick a weight that you can only lift 6-8 times. and eat more food. try adding 500 calories a day to what you are eating right now. and make sure you get at least one gram of protein for every pound you weigh.
