Which PC should I opt for? Used Dell Optiplex 780, or cheap DIY? Computer experts only please.?

I need a new desktop computer, but I'm not sure what I should go with. I really want something that will be fast for streaming and overall operation with a reasonably large amount of storage. I DO NOT need it for gaming, but I would like to be able to use it for photoshop and music recording, but it will mostly be used for internet streaming and school work. I am trying to stay under $150. Would buying a high quality tower from 2010 be a decent option?

I would prefer Windows 7, as I HATE windows 10.

Update:

Just so everyone knows, I am NOT talking about a laptop. I am specifically talking about a desktop.

    Windows 7 will only be supported for 2.5 more years, after that any new security holes hackers find will not get fixed. Developers will also stop supporting it.

    For those types of work you just want a fast CPU. Don't get anything with more than 4 cores.

    You'd probably be fine with just an integrated graphics chip rather than a dedicated graphics card.

    And whatever you get, I'd try to make sure it can be upgraded to 8 GB of RAM.

    A quality laptop for $150? You must be dreaming. The cheap ($200-300) laptops with ok characteristics are really only good for basic internet streaming (YouTube, web-searching, etc). If you want to run softwares that run photoshop, you need a computer with good processing capabilities. Look for laptops with intel core i7, 8GB RAM, and a decent graphics card. A laptop with those specifications can be found for around $500.

    If you buy a cheap laptop and try to overwork it by running photoshop programs (which require a good processor to run), then your laptop will over-heat and break, or it will be so slow at loading your programs, that it will freeze and you'll get the blue screen of death.
