I'd actually put Bush and Trump higher than Nixon, Warren G. Harding and... yes, even Ronald Reagan.
The Watergate, Teapot Dome and Iran Contra scandals were explosive examples of abuse of executive branch power.
So far Trump has not been nailed in an explosive scandal (though you can smell the fuse burning from here) so until then he stays off the bottom of the list.

That's actually a really good question. I'd have to say Dubya simply because he was there for so long. Dump hasn't shat his pants yet, but it won't be long, then he can claim to be the "Best worst president ever, ever".

Trump seems to be eager for a war and is currently trying to start one with a tiny country in the Far East.
