Particles are propagating changes in the underlying field. Particles that interact with the Higgs field can have variable speeds relative to other particles. Particles that do not interact with the Higgs field always travel at a constant speed relative to other particles. Obvious example is the photon.

The first question is " do fields HAVE particles"

The second might be "If so what are they".

To ask about the speed of something that we don't know exists is just a little premature.
