Occult means "outside of" usually in the case of being outside of a particular religions holy book like the bible or the Quran. So in this case no, the bible is not occult.

'Occult' simply means 'hidden from view.' The Bible has fantastic amounts of hidden wisdom contained within it. It also has extremely dangerous knowledge contained within it. That is why Jesus gave us this strong admonition:

'Do not give what is holy to dogs, and do not throw your pearls before swine, or they will trample them under their feet, and turn and tear you to pieces.' (Matthew 7:6).

We are currently being 'torn to pieces' by inescapable arms races, pervasive planetary poisoning and social unrest caused by the extortion threats of 'civilizational suicide' being leveraged by the production of weapons of mass destruction. This is a result of giving foolish access to 'glory hogs' and the 'dogs of war,' deep inside the original 'university' system which was founded by the Holy Christian Church. These evil men set off a Biblically predicted 'apostasy,' (2 Thessalonians 2:3), which changed the world order with the arms race that continues to this day. It ushered in the era of the 'mystery of lawlessness,' (2 Thessalonians 2:7), the atheistic vision of a cosmos without GOD or His Law to oversee it, and inspired entry into the newly 'opened' Biblical abyss, (Revelation 9), known more popularly as 'space.'

All of this was once 'occult' knowledge which has come to light where it does not belong. The Bible is the source of all wisdom and knowledge, since the Creator of the universe wrote it. We ought to be taking His advice regarding its proper use, however.
