Yugioh - PSY Framelord Omega Effect?
In the effect it says "Once per turn", which usually means on the controller's turn only if i'm not mistaken, but since it is a Quick Effect, am I able to use that effect on my opponent's turn?

'Once per turn' does not tell you whose turn you can use it on, it depends on what the effect actually is. If it's a trigger or a quick effect, you can indeed activate it once in your turn and then once in the opponent's. But if the effect is neither of the above, then it is an Ignition Effect so once per turn means 'once per your turns'.
PSY Framelord Omega's effect is Quick so can be used once in your turn and once in the opponent's.
