Car making constant buzzing noise when accessories turned on but will not turn over / start and seatbelt sign is flashing.?

Not sure if this is relevant, probably is, but I was switching out the climate control unit and attempting to put it back in as this happened. Nothing got disconnected and everything is back in place. Also, the overdrive dash light flashes when it pauses for a moment in making the buzzing noise. No codes from ECU.

Update:

2000 Nissan Maxima... does that really make a difference?

All accessories and lights turn on and work great

    loose or extremely dirty battery cable connections!

    Hi so you think you can mess about with electronics and it not effect the system. well think again you can't. The ECU is used purely for engine management how ever it talks to the Body module an equally important computer which controls all body functions in the car. along with many other computers are the car.so the worst case is the BMW series 7 this car has more microprocessors than a 747 jumbo jet. so time to leave the technical part to those who know what they are doing. yes even i know as telecommunications diagnostic tester todays vehicles and many electronics gadgets use so many microprocessors.

    If you don't even know enough to state what year make and model vehicle you have you likely shouldn't be playing mechanic!
