Evolzar Dolkka vs Effect Veiler?
Let's say during my opponent's main phase, I use Effect Veiler on Evolzar Dolkka. Can Dolkka use his effect to negate Veiler?

Yes. Effect Veiler's quick effect can be responded to by Evolzar Dolkka's quick effect. Effect Veiler does nothing until it resolves, so the targeted monster can chain a negation effect to it to stop it.
Also, it doesn't matter that Effect Veiler leaves the field as a cost, and therefore can't be affected by a 'destroy' effect. That is the same for all 'negate and destroy' cards including Counter Traps. The destroy part simply does nothing.
Evolzar Dolkka can even be used against monsters that were never on the field in the first place, such as Honest (damage step effect) and Necro Gardna.
