Mentally unstable or drug addict neighbor?
I moved in to my home a year ago. The first weeks went by great. It all seemed like a quiet and calm neighborhood. It is, except for my crazy neighbor.
One morning he was walking down the street dragging a shovel on the asphalt. the following afternoon he was watering the road. WTF? IKR
The following week he watered his roof. He must of been on some serious stuff. A few weeks ago he made holes on the fence, broke some pieces of wood down for no reason. He Told me not to lay nothing against his fence and to build my own fence.
The next day he removed the shingles from his roof. Cops say they can't do much since he's not hurting anyone, and they're right. But why wait until he harms someone? It might be too late if that happens.
There's more stuff he's done but it will take forever to write it down. What can I do? How can I have someone evaluate his unstable behavior and put him somewhere away form society?

In the US, the courts have determined that mentally troubled people, provided that they aren't a danger to others or themselves, are entitled to live their life as they see it, be it in their home or on the street. If the person becomes belligerent, such as screaming curses, or is creating a public nuisance, the police can arrange for the person to be evaluated. From your description, it sounds like the person isn't harming anyone at present. Just stay out of their way and be understanding, while keeping an eye open for trouble. Sometimes such people are stable, other times they do decline to the point where they need to be hospitalized.
As for watering the road, sometimes I use a hose to clean off the sidewalk by my home, and people do sometimes rinse down their roof if they determine it is dirty. But I'm guessing the person wasn't doing those things for practical reasons...

Not much except contact his relatives.
Until he hurts himself or another, he isn't considered anymore dangerous than a Republican.

The nice Republicans decided it would be best that he lives amongst society. You can all look out for him and heal his broken heart with your love and kindness. Bet, you're a conservative...ha-ha.

Contact a mental health evaluator and ask who you report a neighbor to who's showing severe signs of dementia and who doesn't seem to have any family looking in on them.
