I apologize if this is a stupid question. Does e.g. "born after 1990" include people who were born in 1990?

Edit: I'm trying to figure out if I can participate in a competition. It just feels counterintuitive for the age limit to be defined by the first year that makes you ineligible.

    If you are born IN 1990, then you are not "born AFTER 1990".

    In a strictly mathematical sense, if someone says "after" it would have to be 1991 or later. But sometimes people aren't clear with their language so they might have meant to include people born in 1990.
