It's a scam. Here's the clue, apart from the rather sloppy site. At the very bottom of the first page:
"Canada eTA Visa is not affiliated with the Government of Canada"

What's your citizenship? Are you a citizen of a visa waiver country - they do not need visas for tourism, but must obtain eta in advance. The duration of your visit is limited to the same amount of time as you are allotted on visa waiver. NO extensions. And this is ONLY for tourists!
