Define "rule of occupation"?

iIs a history question relating to the Berlin Conference and I can't seem to find it online anywhere. If you do know what it

means, could you source where you found the info? Thanks :D

    Rule(s) of occupation can mean 2 things....

    1.) The occupiers rules a conquered people must follow to avoid prison or death.

    2.) The rules agreed on between 2 or more occupying powers, to keep their occupation forces and rules from getting tangled up with each other.

    In the Berlin Conference of late 19th century (late 1800's) the European occupying powers of just about all Africa following definition #2.... agreed to follow some rules in their military/ colonial occupation,,,, not so much to benefit the ruled and occupied peoples of Africa, but instead to keep their occupying European troops from fighting with each other, or causing trouble for each other.
