The truthful answer is nobody. And the truth is he wasn't crucified.

I was. So were you. And every other person who ever lived. It was our sin that killed Jesus. He did so willingly, and resurrected himself three days later.

The New Testament notes that Jesus was unpopular with the chief priests and many of the Pharisees and Sadducees because he exposed their hypocrisy. Matthew 21:33-46; 23:1-36
High Priest Caiaphas was one of the foremost opposers of Jesus. No doubt he had suffered personal economic loss when Jesus chased the money changers from the temple.
In addition, Caiaphas feared that Jesus’ popularity with the Jewish crowds would eventually lead to Roman intervention and to his personal loss of power. John 11:45-53
Thus, the chief priests and and other religious leaders plotted Jesus’ death and handed him over to a Roman court for execution. Matthew 27:1, 2; Mark 15:1; Luke 22:66–23:1

Nobody. Jewish blasphemy wasn't a crime under Roman law.
Matthew says a scarlet robe was put on Jesus. John says a purple robe.
Matthew says Jesus was taken to Caiaphas. John says Jesus was taken to Annas.

Jesus said, "No one takes it [His life] from me, but I lay it down of my own accord. I have authority to lay it down and authority to take it up again. This command I received from my Father" (John 10:18).
"Wanting to release Jesus, Pilate appealed to them again. But they kept shouting, 'Crucify him! Crucify him!'" (Luke 23:20,21).
"Finally Pilate handed him over to them to be crucified" (John 19:16).
Jesus gave His life, freely, to satisfy the will of the Father, though Jesus and the Father had the power to disallow it.
The crowd, mostly made up of Jews, demanded Jesus' crucifixion and Pilate, who as Roman Prefect had the legal responsibility to crucify Jesus but only if He was guilty of a capital crime - then permitted it.
God sacrificed His one and only Son and the world, Jew and gentile, crucified the Son.

As you know if you read the Gospels, he was condemned to death by the Roman Procurator at the request of some of the Jewish leaders. Not all of them, clearly.
However, it is also made clear that Jesus had to die in order to redeem all humanity from sin.
He forgave those who killed him, and rose again; apparently this was necessary for the redemption of the world.
