How to dress formal without a tuxedo/blazer?

I was invited today to a conference tomorrow and I have no tuxedo in handy, as requested. What can i wear that is considered formal without a blazer?

    Regular black or dark grey suit jacket, dark blue jeans, white shirt and NO tie. Shoes to your choice, black ones preferred. If you have dark grey sneakers, the better.

    No person in this world, never, will ever persuade me again to wear a tie or a tuxedo.
