Notice that each figure in each column has a different number of rays , either 2, 3, or 4. No two have the same number. The same is true for each figure in the rows. The figures in the column with the missing figure have 3 or 4 rays. Likewise the figures in the row with the missing figure have 3 or 4 rays. To be consistent with the other rows and columns, the missing figure should have 2 rays. The only choice that fits that description is (3).
