At what distance is it generally considered ok to have high beams on behind someone?

Tonight I was driving on the highway and someone passed me. Once he was far away, and I mean like at least a half mile, I turned my high beams back on. A few minutes later the guy slowed down, starting riding beside me and cursing me out. He said it’s “rude” that I had my high beams on. Is this considered rude? I thought that’s why your mirror is designed to flip.

    You should never have your high beams if anyone is near you in either direction

    I dunno where you come from, but where I come from, it's illegal to use high beams in built-up areas.

    Besides, it definitely is rude to use high beams with someone in front. Half a mile is nowhere near far enough.
