Hospital didn't notify DPH of suspected abuse. This was discovered by attorneys while trying to locate the DPH report.?

Hospital that alleged the nurse abuse did their interview of the patient and forwarded the info to the head of the nursing department but it was discovered later that it was buried there. Never notified the DPH never did an internal investigation. Does this strengthen the already very strong case of nurse abuse and intimidation of a patient? The fact that the nursing agency didn't follow mandated reporter laws.

I should add that the nursing supervisor handled the issue as an "internal incident" and punished the nurse with a week suspension in replacement of mandated reporting.
