Can one IP Camera be remotely access outside network without using NVR? If yes, How?

The IP Camera is a HIKVISION VF IR BULLET Network Camera. I tried it and can be access inside network but it wont work when trying to access outside network.

I tried to add port forwarding in router and change the port configuration in camera to be the same with the router. I use IVMS-4500.

I type the IP address of the ISP for IP domain and the unique port for port; It detects one camera/channel but it wont view
