What can you tell us about maintenance?
Was it just clipped?
Personally, I'd guess a rosemary or a salvia of some kind...
Would help tons if you took a close-up pic of one of those leaf clusters... I tried re-sizing the picture, and it just gets blurry.

It is very difficult to tell from the photo but my guess is that it is some type of Juniper. They tend to get woody and ratty looking after time so I would suggest digging it out and replacing it will a new Juniper or something else.

That is a terrible photo, but it looks somewhat like sage brush.
