can I turn an SD card port into a usb port via a makeshift adapter?

laptop has no working usb ports. However, the card reader is still functioning, can I make up an adapter that would turn a card reader into a usb port. I want to be able to connect external hard drives and a usb mouse. I'm assuming the two work in completely different ways but if it could work it would be a nice fix

One thing you can do is to uninstall all usb ports and reboot to let the operating system reinstall your existing usb ports to see if it fixes them. Also, there are unused hesders on most mother boards that can be utilized by connecting a USB based control panel -installed in an unused bay. It will have usb 2.0, usb 3.0 and more outlets on it. Also, a simple PCI-e slot mounted card will provide 4 usb ports both 2.0 and 3.0 are available.
