Sorry, but taxes do not work like that. Being poor does not mean that the taxpayers are going to reimburse you for all your medical expenses for the year through filing a tax return.

if you have no income to report there is no reason to file a tax return, it is called an INCOME TAX RETURN

your medical expenses in no way merit any refund

No. You don't /can't file income taxes if you don't have income. Nor can you get tax credits etc.

Medical deductions can only reduce your taxable income. Your taxable income is already $0 so there's no benefit from claiming them. If you had no income for 2017, there's no need to file and no benefit to be had from doing so.

No income = no taxes so nothing to get back.

You don't file a return when you have no income. You also didn't pay any taxes. To get refundable credits for certain things, you must have worked. Medical expenses are not a refundable credit. They can be a deduction that reduces taxable income. If you have no income, there is nothing to take a deduction against.

Only what you paid in for the year. You pay more than $2000 to taxes, you would get your deduction. It would not be in the form of a refund, just a reduction in your medical expenses.

    No.

Medical deductions can only reduce your taxable income. If it is already zero, they do not help you.
