Yugioh - Number 41: Bagooska the Terribly Tired Tapir Effect?

Bagooska's secondary effect is:

"While this card is in face-up Defense Position, change all face-up monsters on the field to Defense Position, also negate the activated effects of monsters that were in Defense Position when that effect was activated."

Does this mean if I summon a monster, it automatically goes to defense position and its effects are negated?

    More or less, yeah.

When you summon a monster, Bagooska will switch it into defence position straight away as this effect is continuous.

If your monster had a 'when this monster is summoned' trigger, then this will activate, but because it was in defence position when it activated, the effect will be negated when it tries to resolve (as long as Bagooska is still on the field and in defence position itself).

It will also affect any of the monster's ignition effects, and it will negate them even if the activating monster leaves the field or changes battle position after activation - only the position it was in, when it activated, matters.

It affects ignition and triggered effects, but not continuous.
