Oily skin makeup help?

My skin is super oily and my makeup just melts off my face. I use moisturizer (for oily/combo skin), let it sit for a minute or so, then primer, same with letting it set into my skin, kat von d foundation and after that's done setting in, I use loose translucent setting powder, then eyes, brows etc. I finish it off with urban decays setting spray and still my makeup looks awful a couple hours in. Is there a holy grail primer I'm not using or is there just a step I'm missing. I feel super embarrassed when I go out and look splotchy later in the day. Any tips?

Update:

I usually wait about about 15 minutes because I put it on first then do my hair or eat. I wash my face everyday, I use charcoal masks about once a week and I don't use a toner because my skin is so sensitive and I've had problems in the past.

    Try using a foundation that is meant for oily skin and try looking on YouTube and see what other people use

    You need to let moisturiser sit in for 15 minutes before applying anything else. Also, what is your usual skin care routine? How often do you use face wash or toner?
