I over heard a 16 yr old say, "There is no hood here" while talking on his cell. What does hood mean?

    in your example, "hood" used to be slang for "neighborhood (ghetto)" … think the term has evolved and also could portray meaning "gang-bangers" or similar.

    as to what the schmuck meant … i couldn't begin to imagine.

    Sounds like he bought a new coat and mistakenly believed it had a hood and is now expressing his disappointment. It's a sad world.
