Alas, I fear we shall never find out because that link you gave is all about wearing temple garments.
However, after diligent searching, I found an official LDS link to the Quorums of the 70. As to whether they have anything to do with "seventy fallen angels that took over governing the earth after the tower of Babel" I couldn't possibly say.
