With some houses the hinges of the exterior door are on the opposite side of the hinges of the interior door. Why?
In other words, one is a left-hand door and the other is a right-hand door.

I see that on occasion and usually it's due to the outside storm door is hinged a certain way so that any prevailing winds do not catch the door when opening it to avoid over-opening/bending the door or closer yet the inside door may swing differently based on traffic flow or walls, etc.. Most people have them hinged on the same side so the outer and inner door knobs are in the same locations but not always....if can depend on various factors or preferences.

I suspect that in MOST cases, it is because the storm door was added later by someone too lazy to get one hinged on the proper side. A few months ago, I helped install a storm door that came without the hinges and latch attached. The instructions showed how to mount it either way.

my experience is that this is due to the layout inside and outside -- convenient is for the door to open against [90 degrees] a wall so that it does not obstruct ingress and egress

For easy access on how the room or hallway is layed out. Just like a refrigerator door can be switched from left hand to right hand door opening..... For ease of entrance or exit.

That depends on the flow and layout of the inside of the house. You make the choice.
