Is there a way to publish excel to the web so that people can use the sheet but not download it or see the formulas?

Yes there are plenty of ways, depending on what kind of server / web infrastructure you have.

If you're starting from scratch: the easiest way I can think of would be to build a website using Google Sites, and insert a spreadsheet from Google Sheets (not Excel).

I've got one like this. The page I publish is just cell references to a page I don't publish, where the formulas live.

It's free, and fairly easy to do.
