As opposed to notion of best-bike brand means a tailor fit for each model, the question seems geared in favor of what socioeconomic quality gets generated by said Company and their working-model. Not Best Bike, Best Brand.
So...
Hutch. Made a few BMX racing frames and two freestyle bikes. Always had great caged-pedals - an OG set can sell for 1G today. Pedals matter.
GHP. Greg Hill was a fast pro, rode for the premier teams of BMX, and wore Pink. Then made his own frames and sponsored a team.
Haro. Brought a workhorse of a Freestyle frame to market and berthed the constant movement of riding Freestyle BMX.
Schwinn. Pioneered the BMX movement w/ having their Stingray frame be the inception-foundation for the sport.
Huffy. Provided bicycles for department stores, thus getting youngest of enthusiasm levels to increase - also sponsored a multi-time Nat. Champion and put a Commercial Advertisement on mainstream Television.
Trek.
Specialized.
Bianchi.
Ridley - CX bikes from the home of the sport, then also support competitive TDF teams.
The lone-wolf frame builder who only creates bikes because the passion which is a result.

specialized trek giant cannondale
all above have large market share and make bikes for all riders and disciplines
very close behind bianchi scott canyon
canyon is the newest and built a brand online
next are boutique builders smaller market share but not small complete lines
pinnarello colagno
bikes that would have been on the list bike are shadows of their former selves or gone

I've said it before (many times) & I'll say it again... Brand name is almost USELESS. What good is any bike if it doesn't "FIT & FEEL" right? Plus...if you compare bikes within the same price range, they'll most likely have comparable components - if not the SAME identical components from suppliers such as Shimano or SRAM.
If brand name is so important, then why would I own FIVE bikes from 3 different companies? Each bike serves a specific purpose. Some for pure speed, another for my "all-around" road bike, another for hauling (my touring bike), another for off road adventures (my CX bike) and my commuter bike.
The best bike in the world is the one that suits your NEEDS & fits you.

Brand has little to do with it. When it comes to quality in a bicycle regardless of what style of bike you want look at the price of a new one. Most bicycle manufacturers in order to stay competitive with one another sell a particular quality in particular price range. In other words the more you pay the better you get. For example $5000 gets you basically the same bicycle quality wise no matter what the brand name is.

You have to specify for what type of riding. Some brands make great road bikes but no mountain bikes. Some mountain bike makers don't do road bikes. Frankly there is no such thing as the best 10 brands
On the face of it this question is silly. If someone is looking for a bicycle for a particular type of riding, a particular model from a particular company in a particular price range might be best for that particular person. The chances that that might be true for every type of bike in every price range for every potential customer is minuscule. When you shop for a bike, you narrow down your needs to a type of bike that is suitable. You then set a realistic budget and look at bikes of that type at that price. The chances that any "top ten" list of brands will offer the best 10 models of that type in that price range are tiny
