I think it's a package deal. Each tool alone wouldn't suffice. A brutal, secret police would manage to instill fear in the population, but without the gradual re-modification of the common mindset, resistance would continue. If you had only the censorship and the propaganda, without a force capable of oppressing pockets of resistance (be them intellectual or physical), you'd struggle as a tyrant to control the population. They came together, each tool focusing on different aspects of life under such a regime to make the people submit.

This question is a false dichotomy. Neither one would have worked without the other. That's why Trump not only wants to kill the free press but also wants to take over and subvert the FBI and other law enforcement agencies.
