    She is asking you, other words, if you could let her stay there.

    That means, you will support relative with FREE food & shelter, and she stays there with your TERMS, until she's able.

    Your question is jibberish.

    If an apartment is uninhabitable, it means it's not fit for someone to actually live there. Is she living there? Then it likely isn't uninhabitable. Her financial problems are hers, not her landlord's.
