Do you need quotations for a common phrase?

I'm writing about a policy that would arm teachers with guns and will say how some people believe that a good guy with a gun can stop a bad guy with a gun. I wouldn't personally phrase it this way, but I only will simply because that's how I commonly see it online and elsewhere. Would I need to use quotations?

    No. Quotations are only needed when you're quoting someone's exact words. Slogans aren't anyone's exact words.

    if it is a PROPER NAME description, use quote marks...if generic, not needed.
