Suggest material & substance (i.e., solvent or cleaner) for use 2 remove superficial rust from the spindle surface of Ragr steering knuckle?

I had removed rotor in preparation for bearing replacement to match destroyed bearing replacement on opposite wheel. However, the spindle was exposed during a period of inclement weather and gathered superficial rust on the bearing surface. I need to remove the rust to return spindle to shiny bright before refitting rotor (disc) with packed new bearings.

• Machining the spindle is not an option.

• Replacing the spindle is not an option.

    Extra fine grit emery cloth (not sandpaper) and WD-40 or other light oil. Be absolutely sure there is no residue left behind. Cut it into long strips and use both hands to work it back and forth. Here's a demo on an old rusty crankshaft. https://www.youtube.com/watch?v=j7DZxqPUQto
