What makes you think Santa is depicted in Africa or China? That's a northern European/North American Christmas tradition. Oh, don't forget to throw in any former British Colony, like Australia or New Zealand.

Now, if you are talking about Saint Nicholas, a real person, he may be represented as White [which he probably was - in the 4th Century, skin color was usually not mentioned] or he may be depicted as the local racial type for devotional purposes. The same goes for other saints and for Jesus himself.

Santa Claus the Christmas guy is different in different cultures, and is often influenced by local folk customs. In China he is called Christmas Old Man and is portrayed as Chinese. In the UK he is called Father Christmas. In Africa, there are different traditions and languages depending on the country. European and British traditions are common, due to Africa having been colonized, as well as local African traditions.

The Finnish Joulopukki [Yule Goat], in modern times looks and acts pretty much like Santa Claus, but the the pre-Christian version was rather scary and came out of Norse mythology. Check out the Finnish movie "Rare Exports" which brings the ancient monster back to life at Christmas.

Africa isn't a country. Africa is larger than America, China, India, and most of Europe combined. But Santa is usually depicted in a way that's similar to a country's culture.
