How kids cartoons get away with Rude language?

Kids cartoons you grew up with were TV-Y7 some rude dialouge and would cause social problems in children.Such as:

Arthur.caillou.spongebob

fairly oddparents.Adventure time.regular show

like words like Dumb&stupid being used in Arthur several times though its rated TV-Y.Regular show sure had crude profanity as i remembered

    South Park has it's moments of rudeness also , but the entertainment quality along with the teaching value makes it a real winner .
