The Hebrew Scriptures were the only scriptures that Jesus had to use, so, yes, he was quoting Psalm 37:11.
For those who think this only applied to the Jews, and others at that time, and their future possission of the promised land they should read Revelation 21:4. It promises a future paradise earth also.
"And he will wipe out every tear from their eyes, and death will be no more, neither will mourning nor outcry nor pain be anymore. The former things have passed away.”

Yes! In full, Jesus reiterated: “Happy are the mild-tempered ones, since they will inherit the earth.” (Matt. 5:5) And why are the mild-tempered ones happy? Because “they will inherit the earth,” said mild-tempered Jesus. He is the principal Inheritor of the earth. (Ps. 2:8; Matt. 11:29; Heb. 2:8, 9) However, mild-tempered “joint heirs with Christ” share in his inheritance of the earth. (Rom. 8:16, 17) In the earthly realm of Jesus’ Kingdom, many other meek ones will enjoy everlasting life.—Ps. 37:10, 11.

No. The writer of the Psalm was a druid who lived backwards in time, and he was quoting Jesus.

People are tenants on the planet and God expects them to take care of it and if they act like bad tenants then this does not apply to them. God wants you to move closer to your job so there is less pollution on the planet.
If the people behave they get to live on the planet and might enjoy many lives here but they are expected to take good care of it.
Maybe this is what the scriptures mean when it talks about a resurrection.
But the life they live will determine the next one.

It's an empty promise extended to the poor and powerless members of the crowd, and is only half true. If Jesus was a little more candid, the verse would have gone something like this:
"The meek shall inherit the earth, once the bold have used it up, thrown it away as trash, and left the losers behind for better prospects."

No he never said that or anything else. He couldn't have been bothered to write anything himself. Everything attributed to him was written hundreds of years after by men who had never met him after he supposedly died.

He was quoting that verse...but I recommend that you refer to a more scholarly translation.

In fact he meant the very same thing that the Psalmist did.
The Psalmist was reiterating the promise of God to the Israelites regarding the possession of the Promised Land.
Jesus - speaking to a Jewish audience at a time when the Romans occupied the Promised Land - was (once again) reiterating that promise.
The meaning:
the "meek" - that is, those who meekly obey and follow God - will inherit the Promised Land.
