Comey is a friend of Hillary's.

He has been helping the Clintons to get out of legal scrapes since the Whitewater days in the 1990's. She also helped him leave a government and get a job in the Military Industrial Complex that paid a severance of around $6 million when he subsequently left - to move to a money-laundering bank with ts own perks.

So he has lots of reasons to be grateful to Hillary and to be as supportive as possible.

The IG's report said that politics wasn't involved. Comey didn't "exonerate" Hillary; he merely said there wasn't enough to charge her with anything. That is NOT the same thing. It's Trump that has politicized the FBI - not Obama.
