Why did Dwight lie to Holly?
In “The Office” season 4 episode “Goodbye, Toby” we first meet Toby’s HR replacement and Michael’s future wife, Holly Flax. When Dwight shows her around the office and introduces her to everybody, Dwight lies to Holly and tells her that Kevin is mentally retarded, and she continues to believe this till the next season when Holly scolds Angela for yelling at Kevin, who realizes Holly thinks he is mentally challenged. So the question is, why did Dwight tell Holly that Kevin was mentally challenged when he clearly knew he wasn’t?

Because Michael hates the HR guy, Toby, because Toby is always ruining his fun. Having not yet MET Holly, Michael complains about them sending a new HR person because he assumed that Toby's leaving would mean he was free of any HR control. Not so.
Dwight assumes Michael's vendetta against HR because he's a sycophant. So he is seeking to sabotage her. It's only later when Michael meets Holly and discovers she's a big dork like he is that his attitude changes.
