Can a 15 year old go to a store and buy a tv no questions asked?

Me and my dad's tv has really been messing up so I wanted to surprise him with a brand new smart tv. But I don't know of I am going to need a adult with me for something.

Honestly you probably can. My brother is only sixteen and he bought an entire air conditioning unit by himself. You might get a weird look or two, but as long as you have the money for it I don't see why not. It's not like buying alcohol or anything.

I like the idea, but consider getting an uninterruptible power supply if you happen to know one of you plans to get an excellent TV sooner or later. I'm not sure how much current you'll need, but higher VA ratings usually give the user more time to turn off the equipment safely.
