Is my transmission vacuum module bad?

I have a 1965 aluminum Powerglide transmission,

I put a vacuum tester on it and it will vacuum down (idk the reading say 25 for now) then it will very slowly loose the vacuum pressure.

Is it supposed to hold vacuum pressure or is it ok to loose vacuum pressure slowly?

Update:

There is no vacuum line to check because the transmission has been out of the car several years and the vacuum hose is gone... Stpaulguy mentioned sign of bad module would have tranny fluid in the vacuum line, so that tells me that if the module does not hold vacuum then it is bad because when module leaks vacuum it would have no other choice but to suck tranny fluid into the vacuum tube, so I do have a bad module, Thank You...

    look inside the vacuum tubing. If you see transmission fluid, the modulator valve diaphragm is leaking
