is it safe to connect a 200wt amp to my tv phone output?

Safe?
Well, uhhh...
I would say it was safe ONLY if the amplifier has input level controls
so you can limit its output until everything seems to be OK otherwise.
Of course, if the "200 watt" rating is bogus --- as many are ---
then it would be more safe because it wouldn't be able to deliver so much.
Please note that "watt" and "watts" are properly abbreviated "W" (or in some cases "w".)
The T is never used.

Your TV doesn't have a phone output.
Why did you post a picture of an elderly paedophile with your question?

That's not a phone output.
And why would a phone need a 200W amplifier?
