does the Ohio Title Bureau notarize when doing a Title transfer?

If you go to the title office with the title, a bill of sale, make sure it says AS IS on there, (I like it signed by both parties, and a copy for both parties), buyer, and valid IDs they will transfer the title right there.
Do that actually notarize it like a notarize the title? I can't say for sure, I they take it behind the counter and do what ever they do with it. Maybe they have stamp for as title bureau employee? But is a moot point, they process it and the buyer gets a new title.
As a side note, unless I know the person, I will only change the title with the buyer. If you notarize the title, put the buyers info on there, the vehicle is STILL in your name until they get around to changing the title.
I don't like the idea of my vehicle being driven by stranger. Also even if 100% honest, buyers will try to alter the title which voids it, loose it, wait 5 months to transfer it, or damage it (tear it, spill coffee on it, etc, etc), then they call you to get a replacement title and meet them again.
Also NEVER leave your plates on the vehicle. I make sure the plate screws can be removed, loosen them up the day before, then tighten them back down.
Fully clean out vehicle, except for the manual. Drive it to title office. Show it to seller to inspect and approve.
Take tags off. Go inside, take money, sign bill of sales, go to title window, hand buyer keys, say good bye.
