Kinda sounds like dermatitis I was diagnosed by my dermatologist 4 years ago I got a prescription shampoo and scalp oil and I'm all clear now

If dandruff treatments are no working then you don't have dandruff. There are many skin diseases specific to the scalp and the only one who can help figure out what you really have at this point is a doctor. Doctors have stronger prescription strength medications that treat the underlying cause of the flaking and itching.

Have the doctor check you for psorisis.

You could have a hormonal problem.where you have too much oil. Use a light clear shampoo on a daily basis. If you are still in puberty, it will go away on it own. Don't touch your hair and stay cool.

Then you don't have dandruff. Sounds like you have a fungus, and have no idea what type. I had that and had to get a prescription and it burned when rubbed the obtainment in, so yeah, go see the doctor before it gets worse.
