Food and drink: Does ground black pepper in a sealed factory package have a shelf life?

The unopened container is dated 1981!

Update:

I got brave and opened the package slightly. A strong smell of fresh pepper came out, (with sneezes), so I contacted the factory and they said the packing number indicated a 2017 packing. ( I misread the label). Thank you!

    it does but for flavor only. By now it may well be tasteless but thats all
