You are too close to another when they can feel you are there without seeing you. Just think about that feeling and you'll realize the person space zone.

Anything you feel comfortable with. It's your personal space. Personally I think it depends. Sometimes arm's length is good, while sometimes it's ok if people are closer than arms length like if they were sitting next to me in class, that's fine.
