I assume that you want to ask: "When did some humans start ruling over other humans?". And the answer is that the date is not documented but was doubtless many hundreds of thousands of years ago.

Tribal groups always had a leader. It was important, because a good leader kept his tribe well fed and sheltered. It's ancient....and they had frickin rules more strict than the 10 Commandments. The Ojibwa had over 200 rules.

I find it strange that not you, you do not know these things, because if you make the request to children of'asylum, they tell you that the command is started from Adam and Eve, when God created them!
