It is strange. I have seen men wear shorts and tee shirts in the winter here is Wisconsin, when it was 10 degrees outside.

No, this is a common sight I have seen continually, even in the west coast and east of the Cascades
It shows to me that they are comfortable with their present living conditions and live in a warm place and they are castout by society
It could also be a ritual to experience adverse weather if its cold
