trump said he would build the wall during the 2016 election
the people elected trump, so the people have already spoken

being able to vote for whats popular isn’t a good idea either, I would garner that most people voting have never fully researched the opponents to compare their philosophies

Because we have a "Representative Democracy". That means the people vote for other people to make decisions on their behalf. And since the People voted in Donald Trump. Those same idiots could vote to shut down the government forever in your system. That's why you do representative government.
