I refinanced my house and bought out my ex which was paid to him from the bank. Will the bank send him a 1099 to pay taxes?

Update:

is that a taxable income for him?

    Unless he made over $250K profit there are no taxes to pay anyway. But yes, they will issue a 1099, not that it's any concern of yours.
